The Prime objective will be:
- Make all Personnel aware of Safety & Health Hazards.
- Provide proper safety clothing equipment and tools for employees.
- Make sure all employees adhere to the safety rules and standards set forth by the Client & the Company.
- Keep Camps and Sites clean and dispose of garbage properly in allocated dump sites.
- Enforce safety procedures on work sites through designated Safety Officers.
The purpose of this standard is to provide guidelines for all personnel ( including sub contractor and vendor personnel ) to follow and protect the safety and health of the employee, to control losses resulting from accidents and to specify those accidents prevention activities which are required by 1) The Company’s safety rules and regulations 2) The Client’s safety rules and regulations, and 3) Applicable Local Government rules and regulations.
It is the policy of the Company to take all reasonable precautions in the performance of its work to protect the safety and health of its employees and of members of the public, and to prevent, or at least minimize, the risks of personal injuries and damages to property resulting from accidents. The safety of personnel shall have priority over the protection of property and operational considerations during construction.
Protecting the safety and well being of all employees is of paramount concern. It is a responsibility of all field personnel, be they supervisors, craftsmen, laborers, or clerks.
The overall execution of the Company’s Safety Plan will be the primary responsibility of the Site Safety Officer. He will report directly to the Project Manager.
His responsibilities are:
- To develop a safety programme to fit job and local government requirements and to monitor the status and progress of the programme.
- To make frequent and unscheduled inspection of work in progress, and report hazards of unsafe practices to the Project Manager.
- To assist line foremen in planning or conducting weekly safety meetings.
- To monitor weekly safety meeting conducted by line foremen with their respective employees and submit minutes of each meeting to the Project Manager.
- To ensure that safety meetings are rigorously applied in terms of equipment procedures and job content.
- To ensure that employees follow prescribed procedures and use prescribed equipment.
- To maintain prescribed records and ensure posting of notices relating to safety.
Siera Project Manager will ensure that safety requirements embodied in the construction contracts are complied with by all the contractor’s personnel. He will be assisted by the Site Safety Officer and will be supported by the Company. It is their responsibility to:
- Impress upon those at all levels that accident prevention is an essential part of the job, and is not to be sacrificed in the interest of quantity of work or speed of delivery.
- Adopt as standard procedures the practiced outline in the Company’s plan.
- Assure compliance with the Company Safety Plan by all personnel.
- Administer this policy with all subcontractors.
Accidents requiring the attention of a physician are to be investigated as close to the time of occurrence as possible. The responsible supervisor must appear on the scene, complete the Supervisor’s report of injury form, and forward the report to project and Company management in a timely manner.
Organize Site/Place or work so that work is carried out to the required with minimum risk to men, equipment and materials.
Give all trades precise instructions on their job responsibilities for correct working methods.
Plan and maintain a tidy Site/work area arranging for removal of debris daily.
Implement arrangements with Sub – contractor and others to avoid any confusion about areas of work / responsibilities.
Check that all machinery/plant are in good condition, report any defect immediately.
Make sure adequate clothing and safety equipment are issued and used.
Ensure that all persons under his control know what to do in the event of fire or other emergency.
Arrange to investigate all accidents promptly to discover their real causes and eliminate recurrence.
Liaise with his superior on safety matters and where necessary consult Site Safety Officer.
Supervisor/Foremen will incorporate safe instructions & routine orders and see they are obeyed.
Prevent employees from taking unnecessary risks.
Ensure that all new employees understand the company’s Safety Policy, Regulations and Standard work required.
Discourage horseplay and reprimand those who fail to consider their own well being and of others around them.
Report defects on plant or equipment promptly to their Supervisors/Foremen and Project Engineer.
Shall use correct materials, Tools, Equipment and methods for the work they are carrying out.
Ensure that all safety equipment/clothing provided for safety is used and maintained in good condition.
Report all defect on plant and equipment immediately to Supervisors / Foremen.
Develop a personal concern for themselves and others around them.
Observe all Safety Rules at all times.
In order for the safety programme to be effective, frequent safety meetings must be held. Each craft Foremen shall conduct Toolbox talks to his crew on a daily basis to discuss Safety. The topic will be of the Foremen’s own choose. He may request advice from the Site Safety Officer for advice about topics, and at times he may be directed to include specific topics.
Siera Project Engineers should each attain at least once such Foremen’s meeting each week.
The Site Safety Officer will prepare and deliver a copy of the minutes of each safety meetings to the Siera Project Manager.
Each craft foreman is responsible for the safety training of his crew. The Site safety Officer will assist the foreman in this responsibility. Siera Project manager will assist and encourage the foreman and workers in such training. Special safety training will be conducted at least once a month.
Each field office will be equipped with a First Aid Kit sized and stocked as recommended by the Site Safety Officer.
First Aid is generally dispensed for minor injuries, requiring small bandages for scrapes, aspirins for headaches, removal of foreign bodies for the eye, etc. It is also the temporary care given to the victim of a serious accident or sudden illness until professional medical help can be obtained.
Great haste in giving first aid is usually unnecessary and sometimes harmful. Speed is needed in only two cases:
1. Severe Bleeding,
2. Where artificial respiration in needed to restore breathing. Other action should be planned first and then carefully executed. At least one qualified competent First Aider will be assigned in each construction area.
The name and telephone numbers of the nearest ambulance services, medical doctors, and emergency treatment facilities shall be posed in prominent place in the field construction office. When in doubt about the serious of an injury, or is the employee has a desire to seek professional aid, arrangement shall be made to transport the employee promptly.
All accidents and first aid treatment, regardless of seriousness, must be investigated by the victim’s immediate supervisor and recorded in the First Aid – Treatment Log Book. In cases requiring professional medical treatment, the victim’s supervisors must investigate the accident, complete a “Supervisor’s Report injury” form and forward it to the Site safety Officer, Siera Project Manager. This must be done on the day of the accident.
